CNN —US Rep. Donald Payne Jr., a New Jersey Democrat, has died, Speaker Mike Johnson announced on Wednesday. “We are saddened to be informed of the passing today of congressman Donald M. Payne, Jr.,” Johnson said in a post on X. His father, Donald Milford Payne, was the first Black congressman to represent the state and served in the seat from 1989 until his death in 2012. Donald Payne Jr. was involved with a number of health-related caucuses and helped introduce related legislation in Congress, including serving as a co-chair of the Congressional Colorectal Cancer Caucus, Congressional Men’s Health Caucus and the Congressional Peripheral Artery Disease Caucus. “The Congressional Black Caucus has been very clear to President Trump that African-American communities have a lot to lose under his administration,” Payne said in a press release at the time.

CNN —North Carolina pastor Mark Harris has won the Republican nomination for North Carolina’s 8th Congressional District, making him the likely next member of Congress from this red district some five years after his apparent victory in an earlier House election was thrown out over ballot fraud allegations. The North Carolina State Board of Elections finalized the results on Tuesday, confirming that Harris will win more than the 30% necessary to avoid a runoff. Republican incumbent Dan Bishop is vacating the seat, located east of Charlotte, to run for North Carolina attorney general. Harris was making his fourth run for Congress after a failed Senate bid in 2014, a failed House bid in 2016 and a House campaign in 2018 that made national headlines. But in making his self-described comeback bid, Harris spun a Trump-like narrative.

Nikki Haley still thinks she has a role to play in the Republican primary. Haley told NBC she would stay in the race “as long as we’re competitive” with front-runner former President Donald Trump. A little more than a third of Republican delegates are up for grabs in 15 contests across the country on Super Tuesday. In many of them, Haley could get locked out of delegates entirely if she can’t beat Trump at either the statewide or congressional district level. Haley’s delegate path is full of obstacles unless she can start winning primaries.

CNN —Nikki Haley’s presidential campaign has for weeks been looking ahead to the Republican primary in South Carolina, her home state where she was twice elected governor. The primary in South Carolina is open, meaning Democrats and independents can cast ballots in the GOP race. The former president does not need to open a larger tent in order to win in South Carolina. It’s obviously not insurmountable, and with 50 at stake in South Carolina, Haley could theoretically jump into the lead. South Carolina awards 29 of its delegates to the statewide winner and three apiece to the leader in each of its seven congressional districts.

Here’s what to know:Who is running in the South Carolina Republican primary? South Carolina’s primaries are open, which means any registered voter can take part in either the Republican primary or the Democratic primary, but not both. When Trump won the South Carolina primary with more than 32% of the vote in 2016, just about 1% of the GOP primary voters were Black. Only once since 1980 have South Carolina Republican primary voters not supported the ultimate nominee. The only recent election in which South Carolina did not pick the ultimate Democratic nominee was in 2004, when then-Sen. John Edwards, who was born in South Carolina and represented North Carolina in the Senate, beat then-Massachusetts Sen. John Kerry.

CNN —While the 2024 presidential race seems set in stone as a rematch between President Joe Biden and former President Donald Trump, it’s also true that things happen. Back in November 1872, for instance, the newspaper publisher and Democratic presidential candidate Horace Greeley died after Election Day but before the casting of Electoral College votes. No one knows for sure what would happen if a candidate died or for some reason needed to withdraw from the race. The process of replacing a presidential candidate very much depends on when the vacancy occurs – during the primary process and before the party convention; during the convention or after the convention; or before or after people vote in November. When he dropped out of the presidential race, it set off a chaotic dash to replace him.

CNN —Former President Donald Trump is set to add a win in the Nevada Republican caucuses Thursday to his victories in Iowa and New Hampshire as he continues his march to his party’s 2024 presidential nomination. The state GOP opted to ignore the results of Tuesday’s state-run primary, and instead award its 26 delegates based on the results of Thursday’s party-run caucuses. The dueling contests are the result of a 2021 state law that scrapped Nevada’s presidential caucuses in favor of government-run primaries. A pair of ballot drop boxes are displayed at a voter center in Las Vegas during the Nevada presidential primary on February 6, 2024. The lack of competitive primaries in Nevada means major presidential contenders paid little attention to the Silver State.

CNN —President Joe Biden is poised to win delegates in the Nevada presidential primary Tuesday as he marches toward the Democratic nomination. But former President Donald Trump will have to wait until Thursday, when the state Republican Party holds its caucuses. What’s clear, though, is that Biden and Trump face only nominal opposition, and both are expected to end the week winners of Nevada delegates to their parties’ nominating conventions. On the Democratic primary ballot, Biden faces nominal opposition from a dozen candidates, including author Marianne Williamson. The fractured process is the result of a 2021 state law that scrapped Nevada’s presidential caucuses in favor of government-run primaries.

CNN —South Carolina, the state that launched Joe Biden to the Democratic nomination four years ago, is set Saturday to deliver the president his first official primary victory of the 2024 campaign. Fifty-five delegates are at stake in Saturday’s primary in South Carolina. This year marks the first time South Carolina has appeared at the front of the official Democratic nominating calendar — a change made largely due to Biden’s urging. On Monday, a federal judge in Washington, DC, set March 4, 2024, as the start date for the first of his two federal criminal trials. Track developments in Trump’s criminal cases. There will also be a busy court schedule between now and the trial date start as the prosecution and defense offer and respond to pretrial motions, witnesses and other issues. Chutkan said during the proceeding Monday she contacted the judge overseeing Trump’s criminal trial in New York, related to hush-money payments in 2016, which is set to begin March 25. He told CNN’s Jim Sciutto on Monday that there should be time to complete the federal election interference case before voters choose the next president.
